This is a splint-mail bracer, which has three powers. First, it allows the wearer to cast "Mend." Second, casting Mend does not consume a spell point, instead the bracer feeds the power needed to cast the spell (limit of 5 uses per event). Finally, any class is able to wear the bracer and benefit from its armor (AR3).

This Relic was stolen by the Saughagin of Envee during The Fortune's Breath and has been lost to the world.
